The third lunar mansion is Al-Thurayya which according to the Picatrix spans from 25*42'52'' Aries to 8*34'18'' Taurus. In Book I, Chapter 1 it is said that talismans made using this lunar mansion are for:
"...the safety of those who travel by sea, for sabotaging a partnership, for releasing a prisoner or torturing him, for the beneficial use of chemistry and fire, for hunting, for promoting friendship and love between spouses, for destroying sheep, goats and cows, and for a slave to disobey his master until he is released. This type of talisman usually brings good luck."
People usually make this talisman for general good luck and love so you can do it for either of them or for any of the other reasons mentioned above.
The image of the mansion is also mentioned in Agrippa's Book II, Chapter XLVI:"a woman well clothed, sitting in a chair, her right hand being lifted up on her head..."
The spirit of this mansion is Annuncia, or Amixiel as per Agrippa.
The requirements for making such a talisman are pretty simple: Moon inside mansion, on the Ascendant (in Asteria we also mentioned Moon on the Midheaven), Moon uninvolved in hard aspects with the likes of Saturn and Mars (also outer planets if you can) and not conjunct the Sun. The date I've selected for this talisman is Monday, 7 Feb 2022 at 9:52am, GMT.
We see the waxing Moon at 5*40' Taurus (inside the mansion), within the same degree as the Ascendant and applying to a trine with Mars in Capricorn - applying to a sextile with Jupiter, sorry (later on to a trine with Mars).
Edit: having checked the chart, the election won't last if you live in a time zone west of NY City. In this case you can do it on Sunday, March 6. Even someone living in the LA time zone can do it although the overall condition of the chart won't be as pleasant. The Moon will still be waxing and inside the mansion, but it will be separating from a square with Venus (and Mars). Even if the Moon will overpower the two at the time, the chart overall will have less pleasant and more hard aspects than the one above. See chart for March 6 here.
Keep in mind this chart is set on GMT time so if you live in another time zone you'll have to move the chart forward or backward accordingly, in order to have the Moon on the Ascendant and within the limits of the mansion.
The operation itself should be pretty simple too, whether you're simply casting your circle at the exact time or you're using something like Scott's lunar ritual and begin it at that time. In case you're using Scott's ritual you don't have to call on Gabriel first and you can simply call on the mansion spirit via the godname alone although I don't see why you couldn't call on Gabriel first and have him assist you in the operation.
Otherwise, you cast your circle and draw the image on a new piece of paper. It would be much better if you could engrave it in silver, but that's kinda complicated because reasons and besides, you don't have to be artistic in your drawing - exercise your design beforehand. Something the likes of this should be enough and I've done it in a couple of minutes:
Then read something like the Orphic hymn to the Moon, then call on the spirit and ask it to empower the talisman for such and such purpose within its power. Something like the following words should do:
"Come to me Annuncia, lord of Al-Thurayya, the third lunar mansion! In the name of your mansion, consecrate this talisman so that from now on it will <your intent> (without harm done to me and my loved ones - if you want). So mote it be!"
Both the Picatrix and Agrippa mention the image is to be censed with musk, camphor, mastic and aromatic oils. You can use other lunar incenses if you can't procure that blend and pass the talisman through the smoke while asking the spirit to consecrate it. You can also have a violet, blue or white candle already lit and offer it to the spirit alongside the incense as well.
Once you're done allow the spirit to depart in your own words and either place the talisman in clean cloth (violet or blue if possible) or in a new envelope. Wear it on yourself from then on while making sure you won't damage it.
